B1 Platform and support technologies development, adaptation and integration
The action will concern the actual development, adaptation and integration of the LOCMAP, in all its different modules and related support technologies needed. This action will create the ICT scenario and the conditions for the installation of the technological devices, paving the way for the full operation of the demonstration phase.

B2 Site preparations, installation and organization
This action is focused on the preparation of the sites concerned with LIFE ASPIRE demonstration
services/measures in Lucca. The aim is to make the following demonstration phase (Actions B.3) completely operational and effective.
This will involve:
(1) the preparation of the LIFE ASPIRE demonstration sites in Lucca
(2) the deployment of ICT solution developed and customized in Action B.1 (LOCMAP platform and supporting technologies)
(3) the purchasing processes of the needed devices
(4) the acquisition of all the authorisation necessary for full operational logistics services
(5) the definition of trials and services demonstration plan.
The organisation of the planned LIFE ASPIRE measures and ecosustainable city logistics services, will enable the data collection (Actions C.2) and the assessment of the impacts of LIFE ASPIRE solutions (Actions C.3 and C.4), in relations to those elements identified as most relevant for the site during stakeholders/user needs analysis (Action A.1). The details concerning type and extent of local demonstration activities will be defined, together with the data sets, information and contents needed for a proper running of the different services and systems components.
B3 LIFE ASPIRE measures and services operation and demonstration
The demonstration of the innovative Logistics Credit Management Platform (LOCMAP) will be designed to manage the whole system including the reporting on the several logistics factors considered. On the administrative side, the system will be used by the Municipal department in charge of permits management (issue, renewal, etc.) and it will integrate the current IT system currently in use.
The credits system will take into account the specific category of users, the type of vehicle, the transport operators behaviours (e.g. duration of the stay in the LTZ, delivery trips frequency, etc.), the use of the L/U Parking lots and the use of the cargo-bikes sharing stations. As an example, a mix of short stay and high use of the available infrastructure will increase the individual portfolio of credits, leading to a lower access permit costs (and/or the possibility of free use of the new logistics services).
This phase represents the core of the project being LIFE ASPIRE “demonstration project”. It also allow the needed data collection. From its outcomes it will be possible to evaluate the project validity and disseminate actions, approaches, measures and logistics services that are new in the specific context of Lucca, aimed to a significant reduction of commercial traffic (and related impacts) in the city center.
B4 Replicability and Transferability analysis in Zadar and Stockholm
LIFE ASPIRE plans to transfer its approach, measures and eco-sustainable city logistics services to other small/mid-size urban areas of dimension comparable with Lucca but in different context (“Peninsula” historic area in Zadar – HR), and also to evaluate the potential scalability to large metropolitan area (“Gamla Stan” historic centre in Stockholm – SE). A replicability and transferability analysis to evaluate the applicability of various actions, practices and outcomes, such as those encountered in a previous stage of the LIFE ASPIRE project in Lucca, will be the main activity of the two involved European cities. In other words, the demonstration and evaluation of LIFE ASPIRE approach, measures and city logistics services in Lucca will be the starting point for this action B.4 that will analyse the replicability and transferability potential in two above mentioned different European contexts. It is important to highlight that preliminary studies (also conducted in Zadar and Stockholm) have highlighted the viability of the approach also with regard to the replicability and transferability level. The activities of Action B.4 will consist of an analysis of the effects of pilot applications both at operational level and under a financial point of view. Such an analysis needs the involvement of local
authorities, transport operators, users and all other involved parties of the city logistic chain, as the
cornerstone of the planned replicability and transferability study.
